Hi Mary, We are sorry to hear about your peppers. One of the most common causes for germination/growth issues with peppers (and tomatoes) is low soil temperature. In general, peppers and tomatoes need higher temperatures to germinate (75°F - 80°F), so we always recommend using heat mats for bottom heat. It is very important for the soil to be consistently at the proper temperature for germination success. Even though the air temperature may be warm, soil temperature tends to run lower. Drops in soil temperatures during nighttime hours can also cause germination issues. There are other variables that may affect seed germination and growth such as light (we recommend grow lights), soil quality, moisture, depth of seed, and other external conditions. If you'd like to discuss your experience with us, please feel free to reach out. We'd be happy to help. In the meantime, here is a blog article that might be helpful to you in troubleshooting germination issues: harrisseeds.com/blogs/from-the-ground-up/12-reasons-why-seeds-are-not-germinating
